Colonial coin?

Hello,I have a coin im having trouble identifyingAppears mostly copper,very slightly larger than a quarter.Heavy,one side is blank except for the word pennsylvania thru the center,other side shows a crest or shieldthe word mercy above and justice below,sheild has 3 small circles thru the centerotherwise blank.The outer circle says"William.Penn.Proprietor.And.Governor.Of.Pennsylvania."This coin appears to be old but in fantastic condition I would say in Vf possibly EF condition Any Ideas? any help is appreciated.Thank You

    Sounds like a medal rather than a coin. Do you have pictures?
