If I have 4 coins, 3 crossovers and 1 raw, but I want them all on the same level of service, can I put them on one submission form? Or do they have to be seperate?

You can always crack out those 3 already in holders and submit all 4 coins raw... Roll the dice!

It makes perfect sense from an operational standpoint. They need to be listed on separate forms.

Could you put a raw coin in a Coin World holder and print out a label with a grade and send it on the crossover submission?

Why does it make sense? They are on the same grading time table. It just means I have to pay an additional handling fee and for shipping twice. If its in a slab or not in a slab, why does it matter if I am choosing express service for US coins?

It makes sense because the "crossover coins" need to be evaluated against your "minimum acceptable grade" before they get graded. Crossovers are NOT the same as any other grading service level since they get handled totally differentlyn than coins within that service level. They may even go to different graders altogether.

As suggested, crack em out if you want to save that money.

I'm stating that as a fact. I submitted several crossovers at Central States and one was in a coin world holder. The guy doing my order called another lady over to get it OK'ed and she did. I'm anxious to see how it does.

What if you just put a coin in a flip, staple it closed and put a sticker on it with a grade? Would that work too?
