It looks like a "triple punch" to me. After looking through the Snow book the only one close seems to be S-20, which was attributed to Tom DeLorey, but it was a moderate repunching. Looks like all the digits are fatter. Very interesting.
Is the olive leaf and right shield point connected to the denticles and the left shield point away?
Here's a not so good image of the whole coin. The color is off but hopefully this helps. I'm mainly a World coin collector and really don't know much about Indian cent errors or varieties. Would this make the coin more valuable? or is it of interest only. Thanks again.

Just a friendly suggestion- call PCGS and NGC- see if they recognize and will grade any IHC varieties from 1897. It does look like a fairly significant repunced 7- among IHC collectors, it likely has some interest
