Alan, I want to know where you found this thing. I've never seen this coin before. BTW - fantastic strike doubling!
I missed out on a reverse strike doubled 1829 Dime a month ago!

VF-25, maybe as high as 35 with the super weak strike.
Obv. stars are really strong which inclines me to suggest a higher grade

My grade guess is 80 for the obverse and 40 for the reverse.

I agree with you on the grade of VF35. While the central parts are very weak from strike the other parts of the coin is quite strong. The amount of detail left on the outer parts of the wings are very strong and like you mentioned the stars and the denticles are all strong.
