Newbe question about FS coins

I have 2 2009 1 oz gold buffalo proofs still in the mints unopened shipping box.

I am not a member of pcgs but will they still grade them FS if decide to join, or can I sell them with the understanding that they can be FS?

Looked on the web site and it says 'not offerd' for this item?

    FS coins are a marketing ploy. Otherwise you'd see early FS Silver Eagles in some Registry set.

    the "not offered" is on the "First Day of Issue" label. (that only dealers can get anyway)

    FS date cut-off date for Proof 2009 Buffs are a ship date of Dec 3, 2009 and earlier.

    While "FS" might well be all about "marketing", there is certainly NO connection whatsoever between that "marketing" and DH's decision to NOT include early FS Silver Eagles in the registry a number of years ago. I am very familar with the details of that decision and support it 100% as a move that greatly aided silver eagle COLLECTORS as a whole.
