It might be the photograph, but on the reverse the face of the rock that the eagle is perched on looks like it has very little of the design elements. The word "Peace" is hardly discernable. Perhaps that area of the die that struck the coin was impaired in some way [grease filled?], or perhaps the planchet at that area is thinner than it should be [but the other side of the coin opposite the rock seems struck up just fine?].

A Peace dollar struck from new dies will have smooth satin-like fields. Since dies for this coin were not polished or basined in the traditional manner, the opportunity to create a mirror-like field didn't occur. The closest we seem to have are some coins, such as the 1923-D posted elsewhere, which suggests very limited use of polishing tools occurred.
This coin and the two that NGC has called "semi-PL" are probably early strikes from new dies.
These trade for hevey perieums although the market is thin. ANACS have slabed a few, all 1934 d (of note all VAM-6s) and 2 1926s's. If you were looking for a PL I would send it to ICG (the old ANACS people)with a note and a pre-call first.Because I care

I think NGC has designated two Peace dollars as fully "PL". I don't have access to the pops anymore but am I mistaken about this?
This coin is not a "first strike", rather, I believe the operator covered almost 100% of the fields with very fine polsih lines. I can see harsh file lines over some of the other clash prone areas o =f the coin to cover them up. Here's a part of a peace $ that almost always has a pressure crease/clash around the bun/field juncture. Althought flat and not beveled from polishing, the operator reworked this area a lot.
An new die would have a smooth, metallic-looking field. Presence of many scratches suggests, as you noted, an attempt to resurface the die without creating a polished appearance. What does it look like under high magnification?

Save your money. PCGS doesn't use the PL designation on Peace Dollars and I think NGC has only done so on one or two occasions.
