This coin is a genuine. But has no problem code and doesnt say "not gradeable" on reverse. Never seen this before. How does a coin get slabbed this way?

Done during the period where submitters could pay $100 to have authentic, but problem, coins slabbed. This was prior to the current 'Genuine' slabs that replaced bodybags.
