I was looking at the PCGS Price Guide for 1999/2000 dimes. In the Registry, a 1999-P MS68FB gives you the exact same points as a 1999-P MS69. In the price guide, the 1999-P MS68FB lists for $55 while the 1999-P MS69 lists for $750. What would motivate me to pay $695 more for a coin that PCGS ranks the same as the lower priced coin? Is the weighting in the case appropriate?

And in many cases it is how many are avaible of a TOP POP coins that influences the price spread.
If there are not enouph of them for the top five sets bidding wars can drive prices to moon money.
So when you check the population report and find that there are only "one" of them graded you get an idea of why it is priced as it is.
