....of proof coins because of the silver planchet shortages? Possibly they dont have the law that requires them to produce the bullion coins in abundance either.

demand which is largely centered on the ETF and to a lesser extent on bullion coin demand.
This demand appears to be causing scrap to be a large source of 999 and this is coming
from melting US coin.
There aren't a lot of countries minting a lot of silver bullion coin (except in aggregate). Per-
haps this thread would get more attention on the world and ancient forum.
It would be nice to be updated on this.

That is not a particularly useful answer to the original question.
I do not know of any situation where a foreign mint suspended proof coin production due to silver blank shortages.
But the Mexican Mint did halt sales of all silver Libertad coins for a while in late 2009.
