2010 Lincoln Shield error/variety? What happened to this "penny?"

I think it's funny the Mint has been defending itself for recalling dollar coins to remove errors -- "we have quality standards to uphold". And yet they can't make a spot-free 2009 or 2010 circulation cent.

It started when they changed the alloy in late 1982 from copper core to zinc plated copper we have now. It seems some years it was more common than others.
