How do you submit a state quarter for the "flag series"?

  I thought it was only available for bulk submissions ie 100 or more of the same state, I could be wrong though

  YEs, it's only available in bulk submission. My state quarter colleciton is 100% complete, but a hodge-podge of flag and non-flag holders. I wish I could have them al re-holdered to match.
