If someone has a pop. 1 coin....

..should it automatically qualify for a + designation, especially since there are no other coins in it's grade bracket to compare it to? If not, why not?! Take into account the pop. 1, 1901-S MS68 Barber Quarter with the + that DH had to show us, what did PCGS use to compare it to?
