  1- You never know if another coin could come along
  2- Just because a grade doesn't exist for one date doesn't mean it doesn't exist for another.

  No, it should not receive a + automatically. PCGS graders have a substantially deeper knowledge of grading than most anyone on this board or otherwise in the hobby-industry and PCGS as a company has a very specific idea of what constitutes a grade range. Therefore, a pop one coin would fit somewhere within the upper and lower levels of the grade range that PCGS has determined and the PCGS graders would be well aware of this range.
