Is a CAC a +, or is CAC + better than plain +?

Straight to the question:

Does CAC = +?

If +, does CAC make it better? Or is + and CAC redundant? Are the CAC +'s better coins than plain +'s?

Are CAC +'s better than plain CAC's? Which is better, a + that can't get CAC or a CAC that can't get a +?

If you resubmit a CAC to PCGS for new service, will they keep CAC sticker on new holder?
