Question on US Mint Commemorative coins

When the US Mint plans their products, such as the new Scout Coins and they state a total of 350,000 will be minted, do they have a set % set for number of mint state vs proofs?

    I don't think so, but I wouldn't be suprised if they assumed & therefore minted a 70-30, or something similiar, ratio of proofs to mint state coins.

    The ratio of proof vs unc commems is entirely on the amount ordered by collectors. As proofs are typically more popular and hence ordered in greater quantity, there are usually more proofs minted.
