I think it's a test specimen with the new micro-laser identification marking system that PCGS is ready to announce as the "Big One" on March 25th. I hope they got all the wrinkles out before introducing this service to the public.

I think its a toning mark from a cracked window/plastic in the holder it was in.
When you look at the out side rim/edge on the OBV. @ 5:00 can you see any cracks or lines.....?
I promise, I'm almost sure its toning from a crack in whatever holder it was in. 95%

This is a 1946-S quarter that has been in its holder since about 1965. The window was torn by a staple on the holder next to it and it toned at the hole. The toning is exremely deep on the coin and appears to have depth.
Yes, I know this is a silver coin and its a hole, not a cracked window, but I've seen the same thing on copper and also the same thing with cracked windows.
It's just what I think the OP's coin is an example of.

It may be difficult to see, but it has definite depth. It's like its peeling away the top layer. Very easily seen with the loupe, harder to capture with a camera.
That quarter is most interesting Dave. It causes me to wonder what the ingredients used to make the staple (tin, zinc, etc) coupled with environmental issues such as humidity and light or lack thereof, may have played to induce the phenomena shown. The plastic covering is also a very interesting ingredient in the conjuring.
