What's the rationale for PCGS not allowing crossgrading at 70?

If I understand the rules correctly, PCGS will only allow a coin already at 70 in a non-PCGS holder to be submitted for crossgrading if we agree to permit it to be downgraded. However, submitters of coins in holders at all lower grades that are sent in for crossgrading can specify a minimum grade they will accept, a minimum which may in fact be equal to that listed on the non-PCGS holder. If not meeting that minimum acceptable crossgrade, the coin is merely returned in the same old holder, although of course the usual grading fee is charged. Why the exception for 70s?

    I think it might be because they cant examine a coin well enough in a holder to determine if it is a 70 or not.

    PCGS grades all three sides, and they cannot view the edge if in another holder.

    Many thanks! I apologize for having overlooked that previous discussion thread, in which as you pointed out the authoritative answer was provided by Don Willis as follows: "If a coin comes to us in another TPG holder our graders do not have the ability to clearly examine every aspect of the coin. Therefore they may miss something that, if seen, would prevent the coin from grading 70. The difference between 69 and 70 can be very tiny and easily missed when the coin is in a holder. That's why as policy we will not cross coins in the 70 grade. It's nothing against any other service, its simply to protect ourselves from making a mistake."
