Does PCGS cross Early Release or other TPGs' FS over to PCGS FS?

I just saw a 1 oz. 2008W Proof Plat in an ANACS PR-70 FS holder sell on ebay for less than one would expect for a similar PCGS coin.
Even if the grade didn't cross, would PCGS designate another TPG's early strike or first strike status as PCGS FS?
