Not sure I understand your question. Looks like a gold Buffalo in US Mint packaging to me.
Edit to add: of course, with those pictures, I suppose he could have stuck a copy into the Mint capsule and box, and nobody's the wiser until they receive it. But I rather doubt that.

I may not understand my question, I guess I have never seen one like this before.
I thought the price was about 2K short on a proof 2008W buff and I have never seem a 2008W buff in a blue box let alone with copy on the front.
I thought all the W coins came in the wood box and were fetching 3K plus raw.
HOLD ON, my monitor is pretty bad that says coin not copy. Still this is the first I have seen one in the blue box. What is the difference between the ones in the box and this one to justify the lower cost?
By the way, I seem to have convinced eBay to no longer allow trafficking in empty boxes and certificates of authenticity for modern coins. They have had a policy for years not to allow sales of empty boxes and COA's for watches, perfume and other trademarked, expensive items because they are ultimately used to market counterfeit items as genuine. Since the United States Mint is a trademarked brand name, they will now be applying this policy to modern coin boxes.
For a safer buying and selling experience on eBay, we prohibit listings for certain products that may be used to facilitate the sale of counterfeit items or enable fraud.
Box for a branded item without the accompanying item
Empty jewelry pouch, tin, or other container that may be used to hold and sell a similar or identical product
Warranty or certificate of authenticity without the accompanying product
