'Paper Loss' on a PSA 8?

I happened to see this on eBay and thought I would throw it out for some comments. (Hope the link works.) This is a Ken Dryden 1971 OPC Rookie graded PSA 8 with no qualifiers. Unfortunately, it has some minor paper loss on the back as noted by the seller. Is this something that PSA missed? My understanding is that a small wrinkle puts a card into the PSA 4 range. How can a card with paper loss receive a PSA 8?
