Is Bing Working???

I am trying to buy a few things on Ebay this morning and I am not having any luck with the cash back from Bing. Is anyone else having issues?

working but 8% is the best I see.

I see the 8 % but I do not see any items on ebay with the cash back beside them like I have in the past. Seems weird.
