So, I have a copper problem.....

I have a 1965 cent... it's in a PCGS 65 Cam holder... but the darn thing has either always had, or somehow developed some distracting carbon spots over time. Now, I have always been concerned about it, but there has been no replacement for it. Just recently I've been offered the opportunity to replace it, and at about the same time PCGS comes up with their new copper law.
I don't have a PCGS membership but I would like to get a review on this since it's listed in the 600 to 700 range. I mean, I'd be fool to lose that kind of money. So, what's a guy to do? Can anyone here help a brother out! I'd be more than willing to compensate anyone who could or would send it in for me. Let me know what you think, below is a picture of the coin in question.
