Has PCGS Changed the way they denote SMS coins?

1965; 66, and 67 SMS coins have been graded using the MS designator on the inserts.
This PCGS intrigued me because it uses a Specimen (SP grade.
Is this a new policy or did this one simply slip through the cracks?

So even though the slab says MS it has been changed to SP in PCGS data base and in the registry.
