No. 1 has less rub, but No. 2 has a better finish. Both are quite lustrous for having been lightly circulated. I've seen TWO 3-leggers in NGC MS61 holders that appear to have more rub on the high points, than these. They didn't have as much luster, either. Thus, both of these appear to be PQ for the grade. These aren't from the "local auction" you were referring to earlier, are they?

That could just be the different lighting picking up different highlights. That's why they don't grade coins based on photos

Less slab and more coin make it better for folks to grade and give opinions.

Many markers say yes and many say no. Lighting?
#2 has better eye appeal, IMHO.
Both are nice, but all things being equal, I'd take #2.
