If it doesn't have signature confirmation, then yes. If it does have SC, your local postal employee isn't doing his job, and you/the seller aren't getting what was paid for.
If it is sent with just Insurance and/or Delivery Confirmation, you won't have to. If it's sent with Signature Confirmation, you will. What you're telling me is you're buying things with a value of under $250, because that's when PayPal needs Signature Confirmation.
Signature is required when delivery confirmation is purchased (required by paypal for items $250 and up to be eligible for seller protection). Note that seller can buy signature confirmation for any item shipped. Also if signature confirmation is not purchased but insurance is purchased, mailman may or may not ask for signature depending on whether or not he scans the item and the scan requires insurance signature based on value.
