I know obviously lust is based on circulation and such, but which date/mint tends to have the most nicely struck coins

Of the Type 2s, in the 1917-1924 range you want to look for a 1918 or 1920, I see a lot of those that are fully struck.
Of the Type 3s (1925-1930 with recessed date) I'd be looking for a 1925, then probably a 1929 or 1930. The 25s are findable fully struck, where the 29 and 30 aren't tough at all with fullheads but frequently lack full strikes.
That's just my observations.
