  typically the 1917 Type I's are the best struck of the series. There are a few type II years, but overall the 1917 Type I's are the best.

  On the Type 1s the 1917-Ps are, of course, the best struck but really no Type 1s save the 1916s come poorly struck.
  
  Of the Type 2s, in the 1917-1924 range you want to look for a 1918 or 1920, I see a lot of those that are fully struck.
  
  Of the Type 3s (1925-1930 with recessed date) I'd be looking for a 1925, then probably a 1929 or 1930. The 25s are findable fully struck, where the 29 and 30 aren't tough at all with fullheads but frequently lack full strikes.

  On the Type 2's the 1917-P and 1919-P come extremely well struck for the issue.
