Miss Liberty always, and esp. on this coin looks to be doing the Gomer Pyle bit (esp. the upper lip): "Gawwwwwleeeeeee". Maybe missing a bit of cerebral tissue at that as well.

Pocket piece. I don't think that those coins in reality ever saw much use in commerce.
