This is what Larry Briggs noted of it in his book on Liberty Seated Quarters:
Obv. 8 - Double Die Obverse Date slopes down left to the right ... "1" of date is recut south at base and flag. "6" is heavily recut north. Double die line is mostly apparent on all the horizontal shield lines, shield outline, letters of "LIBERTY", lowest drapery fold lines, and outline of Liberty's foot. Pairs with Reverse F
Rev. F Extremely heavy die scratches from dentils to "R.D." at a 45 degree angle. Die scratches between vertical lines 6/7 of shield.
I'm pretty sure some of the seated quarter experts can chime in with their thougths on rarity and all. I would recommend getting this book, its rather technical but it has a lot of information on the series.
