Seller sent card without DC....haven't received card.

I bought a card and the seller didn't use DC. It's been over a month and I still don't have the card. I filed a case with ebay. The seller said the Post Office is launching an investigation.
What does this mean for me? Will the USPS be able to find the card without a tracking number? He asked for 9 more days, but I'm not sure what that will do for me.

After this experience, it is so clear the recent ebay changes have NOTHING to do with buyer confidence.
I would file my INR-claim through PayPal, NOW.

Giving the seller more time to find somethimg that cannot be found is silly.

Hmm. File on Paypal. He's only asking for 9 more days because (1) I believe that's when the 45 days expires, and (2) I don't believe he ever shipped the cards.
To be honest, the chances of an item getting lost in the mail is almost zero. I've never had an item be lost in the mail in my life. Though some have claimed the item to be "lost", I've had situations where it was actually never sent, and when I press the issue, the items were sent with postmarks that proved that they were not shipped earlier.
Edit to Add: Why should he ask for 9 more days? After all, if I were the seller, and after one month somebody doesn't receive the item, I'd like to know why immediately
Furthermore, why 9 days, why not 5, 10, 20, but 9? 9 seems to be a fairly specific and well calculated number.
I really don't like this process. Before it gave me a clear timeline of how long it would take. Right now I am just hanging out there.

It also seems like ebay is trying to destroy their business.
Lost in the mail ZERO yes I agree, but stolen by postal workers chances are very high.. Ive had 4 incoming packages stolen from me at a postal sorting facility with delivery confirmation and insurance. So I call the main usps office, you know what they told me..ahh w'll forward your complaint to a postal inspector and he will contact you. So far no one has called me back.
For me registered mail only or ups fedex i tell my sellers

USPS has too much going on right now to launch an investigation over a card that was shipped with no DC, SC, insurance etc. He's telling you a story.

This is just not true. More items get lost than you realize. I have had a few items coming to me lost. All insured. I have alos had a few items lost that were purchased by regular customers that I know would not scam over a few dollars. I have also had an item that I shipped to someone, apparently lost, gave them a refund and the guy emails me 6 months later saying he finally received the item with the post mark the exact date I told him it shipped. I have also had my Postman leave a $1600 package at the house of a neighbor the next street over with similiar house #'s. He was honest enough to bring it to me.
With the billions of pieces of mail they handle each year, it is going to happen. It's a small % but it does happen.
So yes things happen would file paypal refund and if it shows up great just pay him again if not atleast you got your money back.

The "eBay Resolution Center" should be avoided.
PayPal is the ONLY way to solve problems with a
bad EBAY seller.
Maybe - in the future - the "eBay Resolution Center"
will work. Currently, it is useless.

I'd say it's about 12% you see a refund. I'd still file with paypal to make sure you are covered.
The seller charged me $8 for Priority Mail and tracker. When I didn't receive the card (after 10 days), I asked for the tracking number and he said he didn't use it or Priority Mail.
I assume he used a PWE and it got crushed in the USPS system. Graded cards do not live long in the auto sorters.

After receiving a response like this from the seller. I would cease any contact with him and file immeditly with Paypal and as soon as possible leave negative feedback for this person. Its one thing having a problem during these transactions but its totally unacceptable for him to insinuate that your a thief.

Just for the record, Ebay tried to push me into dealing again with him and I said that I will not communicate with an abusive seller. I said look at the email chain, he is a nut. They finally agreed.
My experience with their resolution center is evidence that ebay still doesn't care about buyers, despite the spin. Before the process was automated and now it is managed by a person, so I don't know what ebay saves except frustating buyers and not having to issue refunds.
Especially when it appears he is the thief.
8.00 for shipping and then does not use what he claimed in the description.

to move expensive line items OUT of PayPal and onto EBAY.
Their "cover story" that "EBAY employees are closer to the
transactions and better able to resolve conflicts" is poopoo.
Injured buyers should AVOID the "resolution process" offered
by EBAY.........and head straight to PayPal for a FAST remedy.

Yup.
But, if PayPal filers are not able to decipher the workaround
on the PP site, they should CALL PayPal....... before they go
to their credit-card company.
PayPal will CLOSE accounts on folks who do not give PP a
"chance" to resolve the issue. Obviously, they don't close
all such accounts, but it is best to be cautious.

This is ALL a labor-cost issue.
EBAY does not want relatively expensive PP-supers doing
what a bot - or an <$8 per hour call-center critter - can do.
By 2012, EBAY should be able to say that about 65%+ of
revs come from PP. At that point, PP will go out in an IPO,
and the "value" of EBAY as a sales site will be of much less
concern to investors.
PP will always have a lock on EBAY sellers. PP is doing well
at bringing on off-EBAY sellers; I see lots of them at fleas.
(It is now much harder to get a REAL Merchant Account than
it was a few years ago. PP is a prime beneficiary of the
tightening.)
