    I suspect the reason some clerks think this (lots of postal employees have been working for the post office longer than eBay has existed) is that when the item shipped is something that has not just been sold (an antique from your grandmother's attic that you're mailing to your sister, for example), there is obviously no sales record, so there is a need to prove value somehow- a letter from a dealer or a price guide are two ways to do that.

    Yeah But I suppose it only needs to prove that the value is within the range?

    Anyway another stupid thing in the process, the buyer was told to use "item not as significantly not as described" as opposed to something like not received. This immediately set off my scam alert thinking i was going to be getting a "returned item" with rocks in side. So I immediatley flew off the handle as the item is as described and graded as such by PCGS. Until I calmed down and read the paypal statement he made. Just seems stupid to call it that and not have something more specific seeing as coins are sold so much there, they can afford to pay the html guys for the half hour of work to add in a few more specific options.

    Unfortunately, you can't count on PayPal to not do stupid stuff, either. A few months ago, I had a buyer who didn't receive his package refuse to respond to my request that he complete an insurance claim form because he said PayPal told him not to.

    Post office says 4-6 weeks for the claim. When I told them it was 900$ for a coin, they all acted like I was selling a live dinosaur or something. What do I do to expedite paypal releasing the funds on the buyers end? Do I just email them telling them I have a claim in at the PO? I had an opportunity to refund the purchase and forego an investigation earlier, but out of haste and panic I accepted the open a claim option. It doesnt seem right for both the seller and I to be missing the funds so if its going back to him anyway might as well make it asap.

    I think if you go to the resolution section in your PayPal account, there is an option to immediately refund the money and close out the claim, but I'm working from memory and might be missing something.

    Is that the best thing to do at this point? I know its the right thing to do, but thats not always the best thing to do with these damn companies it seems. The good news is that the recipient denied signing for it. From what the insurance lady said, and what made sense to me right away as this thing developed, was the best thing to do. Its 100% in the USPS court at this point.

    If it was me, I'd tell the buyer that I'd refund his payment as soon as I was able to file a claim with the post office for the loss.

    edited to add... in the past, I've refunded before filing a claim and had less than satisfactory results when the buyer refused to cooperate in providing needed information for the claim- presumably because he already had his money back, so it didn't really matter to him anymore. By not refunding until the claim is actually filed, the buyer has a bit more of an incentive to cooperate. It's not an ideal situation for either party, but I'll tell you one thing for sure- it sucks big time when the buyer is the only one to get his money back when your insurance claim can't be filed because the buyer refuses to participate in the claim process.

    OK well they are waiting to contact the CO PO this happened at and see if they can get eh box back. Supposedly the box is suppose to show up in the system as return to sender but it is showing as pending pickup so once the box is confirmed is there any reason to not have paypal refund immediately and give up my rights to any claim thru them? Thanks again everyone.

    Unless I'm missing something, without signature confirmation from the buyer, you have no valid claim through PayPal- your claim is with the post office. And I can tell you for a fact that PayPal does not require buyers to cooperate in that claim process.

    I mean so that the buyer gets his money back. It is on hold on both sides as PayPal "investigates". I think I found where to end it and do an immediate refund. I am just waiting to hear back that the claim is open with the USPS to be sure.
