Waiting to send invoice...what do I charge and how do I send to cover my butt on an Paypal chargeback.

Sadly, all buyers now have "good feedback."
But I understand your frustration. I sell a lot of hockey, so I ship a lot to Canada. I have never had a problem but if an item is a big ticket item (ie: 200+) and I do not know the seller, I bite the bullet on the 28.00 shipping.

On EBAY, sellers are NOT allowed to "mention" other forms of
payment.
IF a buyer "requests" that he be allowed to send a paper payment,
the seller is free to oblige.

That sounds like a scam from the start. You should out the seller and post a link to the original auction for us.
However, I've mailed well over 500 packages to Canada via USPS first class mail with the customs form attached and I've never had a package get lost in the mail. Maybe I'm just lucky. Most of the cards I've sold fell in the $10-125 range too.
I actually find Canadien buyers to be very honest. Almost more so than buyers from the USA.
Edited to add, I usually charge $3-4 USD for shipping to our neighbors to the North.

You would think that.
The last 2 items I sent to Canada "never arrived". I just stopped shipping outside the US.
If people want to buy from outside the US I quote the cost to protect myself.

EXACTLY .... now how many packages of the 500 ... would have went up north if your stated shipping was 30 bucks ??? ~ i'm guessing maybe 5 or so .............
in the unlikely event something does run amok ~ i'd like to think a seller is still waaaaaay ahead of the game.
ie. the P that looks like a B / the L that looks like an I etc etc
