  The signatures are the actual signaures. They sign blank pages which will later get printed and inserted into the holders.

  I had a few sets that i believe were hand signed. A coin store that deals mainly in bullion sold them to me for 5 bucks a set. I did alright on the resell.

  I remember they were sold by Les Fox (folkartnut on ebay). There are apparently different flavors of these slabs - on Teletrade right now is a set of these but they are graded 69DCAM (not just Gem Proof) and labeled ___ of 500.
  
  I see on Heritage archives that a set like the one in your photo sold for $195.50 in Jan 2009 - and a month before, they sold an identical set for $21.

  New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
