Need to find out what this Roman is and value - yes it has some problems

A friend brought this over, not my cup of tea, I am a US coin guy. Please let us know what it is and appox value. Thanks

Thanks - I wonder when it was done as well, and why, a real shame. I think its modern, but it could have been 200 years ago for all modern means to this coin. It is well toned in the etching so it was not recent. It was purchased in Italy around 1900 from what I can gather from the family.
The "13" is interesting and could be an old collector's or museum mark (VERY old, since I can't see anybody in the last century and a half choosing to scratch a number into a coin- usually they would have used india ink to mark a number on one.
I'll agree with the value, basically. Maybe guess downwards a tiny bit, say $35-40 (retail-ish).
At $20-25 (wholesale-ish), I'd be a potential buyer on that piece.
It was a really sharp example which is not flattered by the low-resolution scans you see. I paid about $45 for it but that was from a forum friend who gave me a really good deal on it.
