If you look at the PCGS population report, you will see that there is very little difference in the reported populations of proof Seated halves from the 1859 to 1873 (No Arrows) era. The relatively even pops. probably reflect the fact that similar numbers of each date were saved by collectors, despite different reported mintages. I would not expect the 1864 to be any scarcer than the dates around it, despite the fact that its reported mintage is just 470 pieces. The situation is similar for many other proof Seated coins of the era.
