What's proper resolution when a card/holder is damaged in transit?

I received a card where the holder was cracked because the card was shipped in a bubble mailer with no extra protection...card simply placed into a bubble mailer and dropped in the mail. I don't think the card's damaged...but I certainly don't want to go to the time and expense of resubmitting to fix the holder.
Has anybody else run into this? What's a fair resolution?

Does he want me to pay to re holder?
I as a seller would do whatever it took to make the customer happy regardless if I was at fault or the PO was.
If the PO was at fault and I had the foresight to insure the item I'd try to get compensated from them.
In any event the customer must be made happy and whole.
