Paypal........come on guys!

Quick and to the point. Guy buys cards from Ontario, Canada. I ship from Alabama, 4 days later including a Sunday he opens a non-receipt with PPal. At the same time he goes NLRU on Ebay..............(not a good sign). I say if he wants a refund fine, just ship my cards back. Well after 3 weeks he says he returned them (of course they never show), now 5 days later he changes his claim to item not as described. What?? Which is it? Ok i agree to take the returned items back and grant the refund, (he already said earlier , he had shipped them)however, now he has to provide tracking proof of his shipping return. I think he lied himself right into a corner..........................if Paypal had any sense they could see this guy is a clown, liar and a scammer. We shall see what happens. Oh yeah this is over less than $20 worth of cards. Its more about the principle than the doe at this point.

I'm also having a Paypal WTF situation. I recently sold something for $560, and the winning bidder paid me through Paypal. So the same day I'm getting the package together, and I open up my Paypal account to fill out the address, and I notice that the $560 has a HOLD put on it, and the only thing that will release this hold is if I enter in a Delivery Confirmation or tracking number (or if I refund the money). It's listed as a Paypal Dispute, and the type is "Inquiry by Paypal". What the heck is this crap? Does anyone have any idea who initiated this (buyer or Paypal)?

This is what it says in the dispute:

This payment has been selected for review and we have opened an investigation.
This is a security measure meant to protect you from problem transactions.
We have placed a temporary hold on the funds until the investigation is complete.
Please provide some additional information about this transaction.

I've never seen this before. Part of me is afraid to ship the item, but if I ship it with DC and Insurance, I should be covered... I hope.

(sorry to hijack your thread, but I didn't want to make another Paypal-related thread)

Jeff, for a $560 sale DC doesn't work, it will need Signature Confirmation to CYA. Over $250 must have the pink Sig Conf.
Insurance is up to you, but I'd use it just to cover your bases even further.

jeffcbay- PayPal initiated that, not the buyer.

Good point, sig conformation is much better.

Why do you suppose Paypal initiated that?

    Sometimes random.

Sometimes, too many recent charges by the buyer.

DC should release the hold. A signature confirmation would be needed if the cust. disputed the charges, which is not what has happened here.

Edit to add: Comment was to Jeff's case.

Jeff, if you print your postage with ebay/paypal and add signature confirmation, you'll have a signature confirmation tracking number that USPS recognizes, and yet you'll still have the item in hand.

USPS doesn't always scan them in when dropped off, so your tracking # should be enough to free up your money.

Yep that was initiated by Paypal. I've heard this now 3x in the last 2 days.

My understanding is that there is an issue with the funds paypal is trying to get from the buyers institution. However, in my case they put the transaction on hold 3 days later and i had already shipped the card. Now that card sits in a Cali post office waiting to be picked up.........you can call (402) 935-7733 and get an agent to BS you a little more if you like. (cant find the 800 # now)

Finally....................score one for the good guys! The buyer didn't provide return tracking info (there was none) to paypal, and after more than ample time they placed MY FUNDS back into MY ACCOUNT! WooHOO! $17.64. if you read earlier, it was solely about principle. (obviously) not about the money. Good guys one, piece of S#%t scammer ZERO!
