While I understand what you are saying I am still only asking about the area that I show. However if you feel you must see the entire coin simply to comment on the marks, here it is.
Now, realize, I am not asking for a grade opinion. I am only asking if the marks would limit the grade (which the probably would but you just never know) and what you think the marks might be?

I think he's referring to 'raised dots' on the die.

I collect all 20th century series except gold including those series that ended there.
..........chipped die maybe?
............oh and possible 65.

Although the marks are similar, they are not identical and were obviously caused from something which had adhered to the die's surface.
My opinion is that it would limit the grade but since the coin is linited to MS64 for other reasons it would not make that much of a difference.
What I did find intriguing (enough to share) is the fact that these two coins came from the same die and share not only these strange little marks but identical die polishing/abrading marks.
On a side note, that pink background right next to my yellow avatar looks a little Eastery dontcha think?
