  Sure looks like it to me, as I am staring at one in-hand right now, and I'd have to agree with both your and docg's assessment.

  That is a light motto. A diagnostic for that is the "W" in We. On the light motto coins, the middle of the W is below the top of the letter. On the heavy motto, the middle of the "W" is even with the top of the letter. I think I am correct on this.
