Buyer emails "dont sent items with Delivery confirmation anymore, I have to sign for them"

...says its a hassle and that he never got a package from me back in NOVEMBER, but has bought twice from me since then! with no problems.
Says that his mailman wont leave the package unless he signs for them. I said, you dont sign from Delivery confirmation, He says his postman insists on it. I told him he was full of crap lol.
I have received hundres of packages with Delivery confirmation, and NEVER signed once for them. Sometimes the mailman will knock or ring the bell, but he always LEAVES the package.
getting back to his complaint; he sent me the delivery confirmation number (i email to all buyers when i ship) and it says DELIVERED!
he says he got a notice that it was at the post office and when he went to pick it up they had shipped it back. (i have never got any packages back) This guy has spent maybe $300 with me in the last year and never mentioned the D.C. thing before today; and he got a package i shipped last week! but he waits 3 months to tell me he never got one in November? WTF

I would ONLY ship ANYTHING w/o DC that I wanted

I have never had to sign for a DC item.
I didn't hassle him, I just complied and grabbed my package. No harm, no foul.
For example, after we print our PayPal labels (DC with postage paid) we take our DC packages to our local post office and have the clerk scan each one in as "Pre-paid Mailpiece Acceptance". Not only does this method assure us that our packages have indeed been scanned in, but it also provides us with a physical receipt.
I've heard many horror stories of packages being "delivered", but not necessarily to the correct address (ie. a neighbor, another street etc).
We've received a few DC packages in the past that when checked for confirmations still had this message:
The U.S. Postal Service was electronically notified by the shipper on (date) to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. Information, if available, is updated every evening. Please check again later.
Having packages scanned in eliminates that possibility, or at least it has so far.
My son's post office refuses to scan his packages like this. They told him it was an extra service that he wasn't paying for. So now he let's them print the labels themselves, which takes the clerk a hell of a lot longer than if she just scanned them in. Oh well!
Anyway, I'd do what Ross (BunchOBull) suggested for the time being ... it should show if the package was returned or not.

I only sometimes use DC, on higher $$ items ($100+), and never use SC - I figured insured (if the buyer wants) & DC are sufficient. I've never gotten burned by a scammer, so before I do any advice is welcomed.
How exactly can I get scammed? Someone pays through Paypal, says they never got it & w/o DC (or SC) Paypal will refund their $$ and take it from me?
As a seller, what's a good shipping practice? Always use DC? What $$ amount to use SC? Offer optional insurance always, or make it mandatory after a certain amount?
I usually charge fairly and package well, but I have a feeling I should use DC more often. I wasn't aware that there is a scam like that.

All packages paid with paypal require DC. No exceptions. Over $250 requires SC. No exceptions. Otherwise the buyer can file a paypal chargeback and you will lose. You are giving a dishonest buyer an excuse to be dishonest.
Insured is not yet an online signature readily accepted by paypal. It's not yet trackable on the USPS website which is what paypal uses for verification of delivery.
I have twice forwarded an electronic copy of a buyer's signature to sellers who faced chargebacks. Both times after seeing their signature in an email the buyers remembered receiving the package and dropped their chargeback, but I can't always get access to the postal intranet so that option is not always available.
These days with so many people struggling for money, it really is best to follow paypal requirements. Don't give somebody a chance to cheat you.
I absolutely wont ship without D.C. so I will be losing this customer (which will prbably turn out to be a good thing!)

I guess I've been lucky with the people that I've dealt with, I'm glad I didn't have to learn the hard way.
