  It would only be a type 2 of they also minted the older style with IGWT on the edge so that lets say harrison has it on the edge but also had it on the reverse.

  I don't know "who" decides this answer, but if you look at history, I'd say 2009 should be Type 3 for the Prez dollars.

  2008 Type 2 - three delimiter dots

  2009 Type 3 - IGWT moved to obverse
  
  Just take a look at
  Liberty Seated Dimes in the PCGS price guide. FIVE different Types. Every time a design change was made we got a new Type.

  well Im not an expert but should it not be from the same year such as the type B or type 2 on the washington quarters from 57-64?
