PF70 1995-W Silver Eagle PCGS vs NGC

Just a question regarding grading standards. NGC shows a population of 133 for PF70 1995-W Silver Eagles while PCGS has only 1. Is this indicitive to a different grading standard being applied at NGC? That being said would a PCGS PF70 1995-W Silver Eagle have a higher resale amount to serious investors/collectors? Thanks in advance...

I'm thinking I read somewhere it has to do with the possibility of milk spots forming on the Silver Eagles that keep them out of PCGS plastic at PF70.
As for the standard applied, you'll get many varying opinions. I don't wish to share my opinion because I sell mostly NGC coins and that opinion may come off as biased.
However ultimately, supply and demand determines price. You always should buy the coin that you think represents the best value with the least downside in my opinion, of course in this case with a pop of one, you don't have much of a choice.

Could some have been PCGS 69's and then cracked and resub'd to NGC for the 'perfect' grade?
To answer your question, let's put it this way. If all 133 NGC PR70's were submitted for PCGS grading, few (if any) would grade PF70.
Is there a different standard? Clearly. On virtually all copper and silver coins. This is not 100% true as exceptions can always be found.

It's the same percentage as for the PCGS one.
