Edited to add: I am pretty sure it is missing it's shell. If I'm not mistaken, Doily holders were encased in another layer of plastic, which sometimes gets broken, resulting in just a rattler holder. Here is a link to conder's thread about PCGS slabs.

Nice coin, but Paul is right. The holder is missing
it's outer ring. These Doilies are two piece slabs,
with a core that is much like the old "Rattlers" and
a outer ring that makes it lockable like the current
slabs.
These outer rings do sometimes get broken off as
in your holder.

Until I bought this one, I had never even seen one in person.
I just assumed they were the rattler style without the rattle.
My good buddy stman pointed it out to me in another post also.
