    This is the result of dipping a very heavily toned coin that was probably tarnished almost beyond recognition. You just can't win with coins like that. The luster will be cloudy and white forever because the surface is filled with microscopic pockmarks.

    Looks to me to be the result of being stored in a bad flip. I had several coins turn the exact same way as that one. MS70 took it right off.

    Try a little acetone on a q-tip. Don't rub hard enough to scratch it. Always keep the q-tip wet. If it comes off, soak it and if needed use a microscope and q-tip (or NCS). If it stays, it's some ugly toning and nothing short of a metal eating dip will take it off.

    Agree with options' diagnosis. Looks like the high points are affected, thus surface contact.

    The coin is slabbed by ANACS with no cleaning designation on it. Thought it might be some kind of toning but it does look more like tarnish.
    Its a P Mint btw to the guy who asked.

    Is using the MS70 stuff considered hurting the coin? Is that the same as "dipping"?
    I dont own the coin btw, just thought about buying it cause i actually kind of like the look. But not if its damage.

    Forty years ago my Dad used to apply Mercuryto some of his silver coins and then put them in a 2x2. I still have a couple of them and they look similar to this.image
