Not counting High Relief Saints, 1921 Peace Dollars, or any kind of proof or commemorative. I mean regular issue - from 1/2 cents to $20 (excluding those mentioned)regular issue

$20 Type I, II (to 1876)
1916 Winged Liberty dime.
1916 Walking liberty half dollar.
I think the silver Washington quarters with the type B reverse are contenders also. Washington's head and the eagle's body both stick up quite aways and the type B reverse devices would not be any higher except the field has been lowered.
So far the approach has not been too scientific here - just impressions.

I think you meant $10 1907 Indian with knife rim and periods. I didn't realize that this was a regular issue.
