On NGC's site it states something like Dark brown or Black toning will negate the Star.
to lazy to look up the exact wording...

Well then they should pass out dark stars! Why not? They do cac stickers!
Crazy toning - Looks like a bullet hole in the back of the head.

I believe it is because Dark Brown and Black can start to or have started to affect the metal of the coin.
Black and Dark Brown can be considered to Negatively effect the overall eye appeal and the star is for Exceptional Eye Appeal. Not PQ for the grade like what CAC stickers are for.
