GOOD LUCK trying to complete a Franklin w/varieties Registry Set!

It seems that once again PCGS's inconsistencies are apparent:
In order to complete a Franklin w/varieties set, you will need a PCGS certified 1956 Bugs Bunny.
You better hope you already have one, because they are apparently not making any more. At least at the present time.
1956 Bugs always come with buck teeth that are nowhere near as prominent as on a 1955 Bugs.
You can spot a 1955 Bugs easily with naked eye. But unless you have very, very keen vision, you will need magnification to spot a 1956.
Our own Coinsarefun has about the strongest example i have seen.
Anyway, I have a typical 1956 Bugs that i have sent in for variety review twice now and been rejected twice.
This despite the fact that it is virtually indistinguishable from
this one, that i made back when they apparently had someone more competent making the judgement.
The coin in the Teletrade auction and the coin i have had rejected twice are both from the same dies, from the same roll, etc.
I was glad to see the Franklin w/varieties set get created, but if this the way it's gonna be, I can't see it becoming a very popular set.
Maybe this is a clever plan to get chumps like me to repeatedly dole out grading fees. I feel like a leprechaun chasing a pot of gold at rainbows end.

Yup, that's the general idea of the Set Registry, the transfer of wealth from your pocket into the pockets of others.

All together I have seven of the variety Franklins needed for the Registry Set, none of which are attributed. Here are the ones I have.
1951 BB - raw
1953 S/S FS-501 - ANACS63 holder
1954 BB - raw
1955 BB - PCGS65
1956 BB - NGC64
1957 D/D - PCGS64FBL - I'm not 100% sure this is the CP variety but it matches the CONECA description (D/D rotated CCW)
1959 DDR FS-801 - SEGS63FBL
Some of the others I need are a bit tougher to find, especially some of the Bugs Bunny's.
BTW, I heard that PCGS raised their price on variety attribution to $24 and the invoice fee to $8.
