  Digging deeper, it looks like you can buy advertising on eBay through AdCommerce which is based upon:
  
  "How much does it cost? You can set your own daily budget, and optimize your advertising costs by choosing exactly which keywords and categories work for your business.
  
  Your cost, subject to your budget choice, is only incurred once somebody clicks on your ad. You will set a keyword- or category-level maximum Cost-Per-Click (CPC), which is the highest amount you would be willing to pay for a click on a particular ad.
  
  Other advertisers may bid on the same keyword or category, but your winning bid is only $0.01 more than the next advertiser. Other factors, including performance measures of your keywords and advertisements, will play a role in the overall bidding process. "
