  Totally common on the Zincoln Cents!

  The first copper-plated zincolns were a pure copper plate over a pure zinc core. The zinc core oxidized too fast resulting in bubbles (See Link to Original thread ). The mint addressed the problem by adding a small amount of copper to the zinc core in 1984.
