Why and when should a 70 graded coin be knocked down because.

I have heard the stories of Milk spots and other things going on with coins graded perfect 70 by the TPG's but why should a coin be lowered in grade because of little toning spots or metal change.
I have a wonderful high grade frankie cam 1963 67 star and noticed a little spot that wasn't there before, also many other top grade coins in 70 that have metal change color around the rim, some letters and a spot on a Ase eagles wing that was never there before.
So do you think the grade is wrong and I should send my coin back for quality control regrade or am I wasting time and money to do so.
Now for the milk spot issue are Tpg's giving refunds or exchanges or is the owners of those coins screwed. I feel myself all coins have a chance of some change in metal differences because it is a alloy. Just wanted to get the real take.
Oh alot of these spots can only be seen under 10x or better loupe but we all know the coin collector if the want will pick the coin all the heaven before they will buy.

...well, they started out a 70 but didn't stay that way so now it has to be downgraded. after all, it is no longer "perfect"
time to send it back to the tpg and get another one or a cash adjustment. not many options, imho.
