That's funny, I would have said exactly the opposite. IMO, NGC is much tougher in awarding CAM designations.
In all honesty, Sumorada, the obverse pic makes it tough for me to have a strong opinion one way or the other, but my sense is it will go CAM if the obverse has a similar amount of frosting as the reverse (whose pic shows the contrast well).

Sweet. We forget how nice that Memorial can look.....it too has been worn and degraded over the years. I love the inner fields inside the building....nice, sculptured design.
Looks like a cam to me; but it's always hard to judge from photos. I've been wrong so many times, I just assume NOTHING is cam unless it's in a PCGS/NGC holder. Even then, NGC is suspect sometimes. Just MHO.
I'm the Proud recipient of a genuine "you suck" award dated 1/24/05. I was accepted into the "Circle of Trust" on 3/9/09.
In my experience... and I can't see the photos right now from work.... if you have to work... even a little bit to get the coin to look cameo on photos, then it most likely won't grade cameo anywhere. No offense, but that's just the way things go.

PCI = DCAM... oh wait... they no longer have gold holders! = NO
Anyhow, explaination.... the obverse has "SHINE", therefore no cameo... the reverse actually has more frost, but the mirrors are weaker.
no brass ring. Of course, these PR coppers are really
tough to designate Cam or DCam from a picture.
